In deciding to close the meeting, the Commission has determined that, on balance, considering the relative advantages and disadvantages to the public of conducting the meeting in open or closed session, the public interest would best be served by closing the meeting based on the Exemptions identified. The General Counsel has certified that the meeting may be properly closed to the public under the referenced exemptions.
