The Commission voted unanimously (5-0) to approve publication in the Federal Register, as drafted, of the notice of a Proposed Statement of Policy regarding the Commission's interpretation of the phrase "intended to produce audible effects" that appears in the Commission's fireworks regulations at 16 C.P.R.§ 1500.17(a)(3).
