Section 213. Prohibition on Stockpiling Under Other Commission-Enforced Statutes

Section 213 extends the Consumer Product Safety Act provisions relating to a manufacturer of a consumer product stockpiling any product to which a consumer product safety rule applies to all of the statutes the Commission enforces. This prohibits manufacturing or importing a consumer product in advance of the effective date of a new product safety rule at a rate greater than the rate at which that product was produced or imported prior to the promulgation of that rule. Previously, stockpiling was prohibited by rule under only the CPSA.
Effective Date: This provision became effective upon enactment, August 14, 2008.
